Comment of the MFA on the steps of the Ukrainian side, aimed at implementing the Geneva agreement

In order to achieve de-escalation of the situation in the eastern regions of Ukraine and implementation of the agreements reached at the quadrilateral meeting of foreign ministers of Ukraine, Russian Federation, the United States and the EU on April 17, 2014 in Geneva, the Government of Ukraine has taken the necessary initial steps, such as:

- Suspended active phase of the antiterrorist operation, which main objective is to provide security from armed separatists and prevent civilian casualties;

- Cabinet of Ministers of Ukraine at the extraordinary meeting of 17 April 2014 approved the decision "On organizing the discussion of amendments to the provisions of the Constitution of Ukraine on decentralization of state power". The public discussion should include local authorities, civil society, academic and business communities and will last up to October 1, 2014.

- Earlier on 1 April 2014 Cabinet of Ministers of Ukraine approved the Concept of local administrative reform, the main idea of which is decentralization of power in the country, a significant empowerment of local communities, change management at regional and district levels.

- The Government of Ukraine has prepared a draft law on amnesty for participants in the riots in the eastern regions, which would apply to those protesters who surrender weapons and free illegally seized administrative buildings, except for the ones suspected of committing capital crimes.

- Ruling coalition invited all political forces represented in the Parliament of Ukraine to sign a memorandum of understanding regarding ways to resolve the situation in the East of Ukraine. The proposals envisaged in the document will be made public in the near future by Acting President of Ukraine O.Turchynov and Prime Minister of Ukraine A.Yatseniuk.
- Ministry of Internal Affairs and State Security Service continue implementing an active campaign to seize illegal arms from the population.
The Ukrainian side is demonstrating its commitment to constructive cooperation with human rights institutions of international organizations:
- At the invitation of the Government of Ukraine, the United Nations Monitoring Mission for Human Rights operates in Ukraine starting from 15 March 2014. On 15 April 2014 the Mission unveiled its first report on the situation with the human rights in Ukraine.

- On 7-14 April 2014 at the invitation of the Government of Ukraine UN Special Rapporteur on Minority Issues Rita Izsak paid an official visit to Ukraine.

- In March and April 2014 at the invitation of the Government of Ukraine ODIHR and the OSCE HCNM missions worked in Ukraine to assess the human rights situation.

- With the consent of the Government of Ukraine OSCE implemented the project “National Dialogue” in March and April 2014.

Ukraine calls on the parties to the Geneva agreements to exert every effort towards de-escalation of the situation in the eastern regions of Ukraine, where a high degree of threat to life and safety of citizens still persists.

"Spiegel": Wywiad niektórych członków NATO kwestionuje liczbę wojsk Rosji przy ukraińskiej granicy 

W NATO istnieją różniące się między sobą oceny liczebności rosyjskich wojsk przy granicy z Ukrainą. Służby wywiadowcze niektórych państw członkowskich kwestionują wypowiedź sekretarza generalnego Sojuszu Andersa Fogha Rasmussena, iż na ukraińskiej granicy Rosja zgromadziła do 40 tys. żołnierzy - poinformował na swej stronie internetowej niemiecki tygodnik "Der Spiegel".
Przedstawiciele tajnych służb, na których powołuje się "Spiegel", twierdzą, że żołnierzy tych jest mniej niż 30 tys., a być może nawet mniej niż 20 tys. Ponadto ze względu na swą strukturę organizacyjną i uzbrojenie wojska te nie nadają się do przeprowadzenia zmasowanego ataku. Znaczna część ich wyposażenia znalazła się na miejscu jeszcze przed obecnym konfliktem i nie ma tam żadnego bojowego ośrodka dowodzenia.

Zdaniem informatorów "Spiegla" obserwowane przy granicy z Ukrainą ruchy wojsk to przynajmniej częściowo efekt wymiany żołnierzy, od tygodni kwaterujących w polu przy deszczowej i chłodnej pogodzie.



Ukraina: prokurator zarzuca Janukowyczowi założenie organizacji terrorystycznej 

Prokuratura generalna Ukrainy ogłosiła, że b. prezydentowi Wiktorowi Janukowyczowi jako podejrzanemu w śledztwie zarzuca się stworzenie organizacji terrorystycznej, której działalność doprowadziła do masowego zabójstwa podczas demonstracji w Kijowie.
Wraz z obalonym w lutym prezydentem podejrzani są: były szef Służby Bezpieczeństwa Ukrainy (SBU) Ołeksandr Jakymenko i były minister spraw wewnętrznych Witalij Zacharczenko. Wszyscy trzej ukrywają się obecnie w Rosji.

- Ustalono, że Wiktor Janukowycz, Ołeksandr Jakymenko i Witalij Zacharczenko, działając w zmowie, utworzyli organizację terrorystyczną, która 20 lutego 2014 r. doprowadziła do masowego zabójstwa ludzi na ulicy Instytuckiej w Kijowie, oraz zaangażowali w działalność tej organizacji funkcjonariuszy SBU i wojsk wewnętrznych MSW Ukrainy - oświadczył na konferencji prasowej rzecznik prokuratury generalnej Wasyl Zoria.

 Poszukują też syna Janukowycza

20 lutego w Kijowie doszło do najtragiczniejszych wydarzeń w czasie protestów przeciwko ekipie Janukowycza, które wybuchły w listopadzie ubiegłego roku. Tego dnia w starciach z siłami bezpieczeństwa zginęło ok. 70 osób. Ogólna liczba śmiertelnych ofiar protestów, które zakończyły się ucieczką Janukowycza do Rosji, wynosi 106 osób.

26 lutego p.o. prokuratora generalnego Ukrainy Ołeh Machnicki poinformował, że władze w Kijowie wydały za Janukowyczem międzynarodowy list gończy. Jakymenko i Zacharczenko również są ścigani takimi listami.

MSW Ukrainy przekazało, że poszukuje także starszego syna Janukowycza, Ołeksandra. Jest on podejrzany o dokonanie "fałszerstwa służbowego", za co ukraiński kodeks karny przewiduje karę pozbawienia wolności od dwóch do pięciu lat. Młody Janukowycz, który w czasach prezydentury ojca ze zwykłego dentysty przeistoczył się w jednego z najbogatszych obywateli kraju, też ukrywa się w Rosji.

Jews ordered to register in East Ukraine

Jews in the eastern Ukrainian city of Donetsk where pro-Russian militants have taken over government buildings were told they have to "register" with the Ukrainians who are trying to make the city become part of Russia, according to Ukrainian and Israeli media.
Jews emerging from a synagogue say they were handed leaflets that ordered the city's Jews to provide a list of property they own and pay a registration fee "or else have their citizenship revoked, face deportation and see their assets confiscated," reported Ynet News, Israel's largest news website.
Donetsk is the site of an "anti-terrorist" operation by the Ukraine government, which has moved military columns into the region to force out militants who are demanding a referendum be held on joining Russia. The news was carried first by the Ukraine's Donbass news agency.
Secretary of State John Kerry said he was stunned by the news of the leaflets,"is beyond unacceptable."
"In the year 2014, after all of the miles traveled and all of the journey of history, this is not just intolerable -- it's grotesque," he said.
"And any of the people who engage in these kinds of activities — from whatever party or whatever ideology or whatever place they crawl out of — there is no place for that."
U.S. Ambassador to Ukraine Geoffrey Pyatt called the leaflets "the real deal," and not representative of the Ukraine's government in Kiev.
The leaflets bore the name of Denis Pushilin, who is identified as chairman of "Donetsk's temporary government," and were distributed near the Donetsk synagogue and other areas, according to the reports.
Pushilin acknowledged that fliers were distributed under his organization's name in Donetsk but denied any connection to them, Ynet reported in Hebrew. USA TODAY could not independently verify the circumstances surrounding of the leaflet.
Emanuel Shechter, in Israel, told Ynet his friends in Donetsk sent him a copy of the leaflet through social media.
"They told me that masked men were waiting for Jewish people after the Passover eve prayer, handed them the flier and told them to obey its instructions," he said.
The leaflet begins, "Dear Ukraine citizens of Jewish nationality," and states that all people of Jewish descent over 16 years old must report to the Commissioner for Nationalities in the Donetsk Regional Administration building and "register."
It says the reason is because the leaders of the Jewish community of Ukraine supported Bendery Junta, a reference to Stepan Bandera, the leader of the Ukrainian nationalist movement that fought for Ukrainian independence at the end of World War II, "and oppose the pro-Slavic People's Republic of Donetsk," a name adopted by the militant leadership.
The leaflet then described which documents Jews should provide: "ID and passport are required to register your Jewish religion, religious documents of family members, as well as documents establishing the rights to all real estate property that belongs to you, including vehicles."
Consequences for non-compliance will result in citizenship being revoked "and you will be forced outside the country with a confiscation of property," it said. A registration fee of $50 would be required, it said.
Olga Reznikova, 32, a Jewish resident of Donetsk, told Ynet she never experienced anti-Semitism in the city until she saw this leaflet.
"We don't know if these notifications were distributed by pro-Russian activists or someone else, but it's serious that it exists," she said. "The text reminds of the fascists in 1941," she said referring to the Nazis who occupied Ukraine during World War II.
The Jewish community in Donetsk issued in a statement saying the flyers distribution "smells like a provocation."
Morton Klein, president of the Zionist Organization of America, the oldest pro-Israel group in the USA, said the leaflets should be seen in the context of a rising tide of anti-Semitism across Europe and the world.
"This is a frightening new development in the anti-Jewish movement that is gaining traction around the world," Klein said.
Michael Salberg, director of the international affairs at the New York City-based Anti-Defamation League, said it's unclear whether the leaflets were issued by the pro-Russian leadership or a splinter group operating within the pro-Russian camp.
But he said the Russian side has used the specter of anti-Semitism in a cynical manner. Russia and its allies in Ukraine have issued multiple stories about the the threat posed to Jews by Ukraine's new pro-Western government in Kiev, Salberg said.
"The message is a message to all the people that is we're going to exert our power over you," he said. "Jews are the default scapegoat throughout history for despots to send a message to the general public: Don't step out of line."

Anonymous hackers’ Russian branch has claimed responsibility for shutting down the Kremlin and the Russian President ‘s websites repectively. Breraking News

Moscow / NationalTurk – After a cyber-attack carried out by a group claiming to be the Anonymous ‘s Russian branch, the sites kremlin.ru and президент.рф have been unavailable for almost an hour on early Wednesday. Anonymous tweeted ‘ Kremlin.ru – TANGO DOWN ‘ on their Twitter account, co-opting the military-derived code to report their successful hacking operation. Anonymous also provided screenshots taken from kremlin.ru, showing off that the russian website was unavailable in different countries around the globe.
The webpage of the Russian Federal Security Service, fsb.ru, has faced performance problems throughout the Wednesday, albeit there is no info on whether the issue has anything to do with Anonymous and its cyber-attacks.

Anonymous hacks again, targets Russia’s Kremlin

‘Russian Anonymous’ had warned they would launch an attack at Russian governmental sites on Monday this week to demonstrate solidarity with the Russian opposition demos.
The websites gov.ru and government.ru also targeted by Anonymous hackers attacks on the same day, but did not go down. The Internet websites of several Russian media outlets were also brought down due to a denial-of-service attack on the same day. But no group has claimed responsibility for those attacks as of yet.

 

Russian Intelligence: MH370 ‘Hijacked and Flown to Afghanistan’, Passengers Alive

A Russian newspaper, Moskovsky Komsolets (The Daily Star), claimed the missing Malaysian jetliner Flight MH370 was hijacked and flown to Afghanistan, citing Federal Secret Service (FSB) agent as its source of yet another intriguing information.
It also claimed all the 227 passengers and 12 crew members are alive, but were being held hostage and divided into groups by terrorists led by one named ‘Hitch’.
The information was allegedly shared by an anonymous agent source inside the Russian intelligence FSB to a correspondent of the newspaper.
Pilots are not guilty; the plane was hijacked by unknown terrorists,” the report said. “We know that the name of the terrorist who gave instructions to pilots is ‘Hitch’.
“The plane is in Afghanistan not far from Kandahar near the border with Pakistan,” it added.

Demonstrujący pod Radą Najwyższą domagali się natychmiastowego zdławienia protestów trwających od 6 kwietnia na wschodniej Ukrainie. Niektórzy wzywali do wysłania wojska i otwartej walki z separatystami. Domagali się też rezygnacji szefa MSW Arsena Awakowa - poinformował Kyiv Post.
Nacjonalistyczny Prawy Sektor poinformował na Facebooku, że 'ludzie nie zdecydowali się na atak na budynek, ale spowodowali mały pożar pod jego wejściem. Rzecznik Prawego Sektora Artem Skoropacki zaznaczył jednak, że to nie Prawy Sektor organizuje protest.
